§ 152.01 SCOPE OF CHAPTER.
   All persons, including individuals, firms, and corporations owning or controlling property within the city, and all contractors as defined herein, shall be subject to the requirements of this chapter and shall conform to its provisions and be subject to the penalties imposed by it.
