It is a misdemeanor to violate this chapter, punishable by a fine not to exceed $500, imprisonment not to exceed 12 months or both. A violation of these provisions shall also constitute a civil offense and shall subject the offender to a civil penalty not to exceed $500 to be recovered by the city in a civil action in the nature of a debt if the offender does not pay the penalty within the prescribed period of time set by the city after having been cited for the ordinance violation.
