(A) The City Council or any authorized city official shall act on the application for a parade permit within three days, Saturdays, Sundays, and holidays excepted, after filing thereof.
(B) If the City Council or authorized city official disapproves the application, it shall mail to the applicant within three days, Saturdays, Sundays, and holidays excepted, after the date on which the application was filed, a notice of its action stating the reasons for denial of the permit.
