Whoever violates any provision of this chapter shall be guilty of a misdemeanor and shall be fined not more than $500. A violation of these provisions shall also constitute a civil offense and shall subject the offender to a civil penalty not to exceed $500 to be recovered by the city in a civil action in the nature of a debt if the offender does not pay the penalty within the prescribed period set by the city after having been cited for the ordinance violation. Each day’s continued violation shall constitute a separate offense.
