No permit shall be issued to an applicant until the town shall have first received from the applicant on forms provided by the town, the following:
(A) A list of the names and addresses of all owners and occupiers of land adjoining, and within 2,500 feet of the boundary of the site upon which it is proposed to place the said vehicle;
(B) The applicant shall furnish proof that he or she has caused to be erected on the site a sign indicating his or her intent to apply for a permit, with the applicant’s name and address conspicuously displayed thereon; and
(C) Each application shall be accompanied by a deposit fee in an amount set by Council from time to time to defray the costs of the investigation and reports of the public agencies and the cost of the public notice required herein, any amount of the deposit not used for costs shall be refunded to the applicant.
