The Town Council shall establish a fee for every motor vehicle, trailer or semitrailer, owned or leased by any person, firm or corporation residing in or having a place of business or occupation in the town, for use in said business or occupation, or for personal use therein. The fee shall be present within the town’s annual budget ordinance and shall be billed yearly with personal property taxes. The Town Manager is empowered to act on behalf of the town to interact with the Virginia Department of Motor Vehicles to enforce this section.
