Any person whose presence is compelled in any court of law, judicial or administrative proceeding, as a plaintiff, defendant, witness, juror, judge, police officer or attorney at law, or whereby such person’s failure to attend would impede the orderly administration of justice or subject such person to being found in contempt of the court or administrator, shall be exempt from any liability for permitting such person’s vehicle to remain in an area designated for two-hour parking for more than two hours. Upon the oath or affidavit of such person stating such fact, and, upon verification by a police officer of the town, such charge shall be dismissed.
