(A) The industrial waste surcharge provided for in this subchapter shall be included as a separate item on the regular bill for water and sewer charges and shall be paid monthly in accordance with the existing practices. Surcharges shall be paid at the same time that the water, sewer and sanitation charges of the person become due and payment for water and sanitation services shall be accepted without payment also of the sewer service charges and industrial wastes surcharges.
(B) There shall be a lien upon real estate for the amount of any fees, rents or other charges by the town to the owner, lessee or tenant of such real estate for the use and services of the town sewer system by or in connection with such real estate from and after the time when such fees, rents or charges are due and payable and for the interest which may accrue thereon. Such liens shall be superior to the interest of owner, lessee or tenant of such real estate.
