§ 51.03  USE OF PRIVATE WATER SYSTEMS.
   The owner of each and every property with improvements designed for plumbing abutting in any manner upon a street or alley through which runs a public water main, or through whose land a public water main runs, shall be required to connect the improvements with such water main and discontinue the use of private water systems or sources, provided that such connection is technically feasible and will not require a private line of more than 250 feet in length, in which event the property owner may be excused from the necessity of such connection in the discretion of the Town Council, if an approved water system is constructed and maintained according to the current standards of the State Health Department.
