(A) When any person, owing property along the line of any water main, shall desire the introduction of water into his or her premises, he or she shall make a written application therefor to the Town Council. Such application shall be accompanied by a connection fee as set forth, the name of the applicant, the location and description of the property into which the water is to be introduced and the purpose for which the water is to be used.
(B) The town shall thereupon cause to be constructed at the expense of the town, a service pipe leading from said water main to the property line nearest said main where tap is to be introduced, unless the connection has been previously made. For turning on water again after it has been cut off for nonpayment, there shall be a charge as set by Council from time to time, payable in advance. There shall be a charge as set by Council from time to time, in advance for all temporary connections.
