(A) The Town Council shall establish a service fee for garbage collection each fiscal year and the fee shall be present within the town’s annual budget ordinance. The garbage service fee shall be billed with the monthly water and sewer bill.
(B) Delinquencies. Failure to pay the service fee on or before the penalty date shall constitute a default, and a service fee of 5% per month shall be imposed on all delinquent accounts.
