(A) A development permit shall be required in conformance with the provision of this chapter prior to the commencement of any development activities in the special flood hazard areas (SFHA).
(B) The legislative body of the City of Independence hereby appoints the Zoning Administrator to administer, implement and enforce the provisions of this chapter by granting or denying development permits in accordance with its provisions and is herein referred to as the Floodplain Administrator.
