§ 153.05 STREET LIGHTING REQUIRED.
   (A)   Where any new subdivision, or other development, includes the construction, extension, or improvement of a street to be dedicated and accepted by the city, such developer shall construct and install street lighting within said street and streets as a part of the construction, extension, or improvement thereof.
   (B)   Plans for the construction, extension, or improvement of a street shall be submitted to the utility company, or other entity, which will install, maintain or otherwise operate the lights. That utility, or other entity, shall either:
      (1)   Prepare plans and details for the lighting system based upon the minimum standards contained herein, or
      (2)   Shall approve any such plans as already prepared in detail.
   (C)   No less than five (5) sets of said plans shall then be submitted to the city for review and approval. Plans submitted to the city shall contain and depict, at a minimum, the location of each lighting fixture; details of the lighting pole and fixtures which shall include the manufacturers name, pole and fixture style, pole and fixture model, type of light produced, and output of the fixture; and the location of each power source including any power supply crossings. It shall be the responsibility of the City Building Inspector, and/or the City Engineer, to review the submitted plans for compliance with this ordinance.
   (D)   Fees. There shall be a fee of fifty dollars ($50.00), payable to the city, to cover the cost of the review.
   (E)   The minimum standards for street lighting shall be as follows:
      (1)   Spacing between lighting fixtures shall be a maximum of three hundred (300) feet as measured along the centerline of the street.
      (2)   Lighting fixtures shall be no less than fourteen (14) feet nor more than twenty (20) feet in height, measured from the ground line at the fixture base to the top of any fixture.
      (3)   Lighting shall be located so as to illuminate each and every intersection proposed or created. If any two (2) intersections are less than six hundred (600) feet apart, but more than three hundred (300) feet apart, there shall be a lighting fixture placed midway between the intersections.
      (4)   Each lighting fixture proposed in a residential area shall be capable of producing light measurable in lumens, with an average output of a least seven thousand (7,000) lumens.
      (5)   In residential areas, the lighting fixtures shall produce a white light. No high pressure sodium or other yellow type light shall be permitted in a residential area.
      (6)   Each lighting fixture shall be shielded, be equipped with diffuser devices, or some other method, to prevent direct light from entering the living quarters of adjacent houses.
      (7)   Where street construction is an extension of an existing street or subdivision, the proposed lighting system shall match, as closely as possible, the lighting components of the existing system.
      (8)   The power source of a lighting system herein shall be extended to the end of any proposed development so as to be readily available for future development without significant disruption to city right-of-ways.
      (9)   Lighting fixtures shall be constructed on both sides of the right of way alternating from side to side. Lighting fixtures shall be constructed in the island area of any divided street or boulevard.
      (10)   Lighting fixtures shall be constructed within the right of ways, the preferred location being between the sidewalk and curb.
      (11)   Lighting fixtures located at intersections with arterial streets shall have break-away bases.
   (F)   Lighting systems shall be constructed, in place, and operational upon completion of the construction of the street or streets. Building permits will not be issued until the lighting system is completed as herein provided.
