(A) It is necessary for the council of the city to establish reasonable and uniform regulations that will reduce the adverse impact of adult entertainment with nudity within the city.
(B) In order to preserve the public peace in good order, it is necessary and advisable for the city to prohibit nudity to safeguard the health, safety, morals and general welfare of the citizens of the city.
