(A) Except as provided in (B) below, there is hereby established a charge of fifteen dollars ($15.00) for each false alarm drop made to the Police Department for response.
(B) There shall be no charge made for the first two false alarms each month. There is excluded from this charge those instances of acts of God, over which the alarm companies have no control.
