(A) It will be necessary and required for property owners outside the city limits to petition for annexation into the city prior to tapping into water and sewer lines within city boundaries or water or sewer lines owned by the city.
(B) The city will not permit any property owners not annexed into the city to tap into city water or sewer lines.
