(A) Where all of the water used or supplied to residences or businesses is determined by water meter readings, the sewer rates shall be as follows:

(B) Where the water used is not measured through meters, the quarterly rate for each family unit (single residence, single family apartment, or townhouse) shall be a flat rate of fifty-four dollars ($54.00) per quarter. Flat rates for businesses shall be a minimum of fifty-four ($54.00) per quarter. Where usage is believed by the Mayor or City Council to be greater than thirty-six hundred (3,600) cubic feet of water usage per quarter, a committee of two (2) Councilmembers appointed by Council, shall review each case on an individual basis with the owner where possible. The committee shall then make a recommendation to Council for its consideration in establishing a higher flat rate that is commensurate with estimated usage.
(C) Billings; delinquent accounts.
(1) Billings shall be handled by, and payments received through Sanitation District Number One of Campbell and Kenton Counties, under contract with the city.
(2) All billings shall be due when mailed by the District. A penalty of ten percent (10%) of the amount of all bills shall be added to those not paid within twenty (20) days from the date of mailing, and any bill not paid within thirty (30) days after mailing shall be considered delinquent.
(3) Delinquent accounts shall be handled in accordance with procedures used by Sanitation District Number One, except the executing authority shall be the Mayor or City Attorney.
