The city shall have a lien upon each mobile home, and upon each residential unit upon which the residential unit has failed to pay the city’s third party trash vendor, resulting in a nuisance and requiring the City to pay said bill to alleviate the nuisance. In addition to the Civil fine set forth herein, the residential unit shall also be subject to all other collection costs, including but not limited to court costs and attorney’s fees.
