For each civil action filed by the City Attorney for the city for the collection of delinquent taxes, penalties, interest, fees, commissions, charges, or other expenses incurred by reason of delinquency in the payment of taxes or in the process of collecting it, a reasonable attorney fee shall be paid by the delinquent taxpayers and recovered as part of the cost of prosecution of the civil action by the city.
