§ 35.25 ESTABLISHMENT OF DEPARTMENT; POLICE CHIEF AND OFFICERS.
   (A)   There is hereby established a Police Department in the city.
   (B)   The Police Department shall consist of a Chief of Police, Assistant Police Chief, two Captains, a specialist and regular police officers.

      (1)   The Police Chief, Assistant Police Chief, the two Captains, and all police officers shall be appointed by the Mayor at will, and may be removed by the Mayor at will.
      (2)   No person shall be appointed or act as the Police Chief, Assistant Police Chief, Captain, or as a police officer unless such person has taken the oath required by Section 228 of the Constitution of the Commonwealth of Kentucky.
      (3)   Training and experience shall consist of any combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform effectively the duties of the position of Police Chief, Assistant Police Chief, Captain, or police officer.
   (C)   Subject to the executive authority of the Mayor, the Chief of Police shall be responsible for the organization and operation of the Police Department of the city, and he shall supervise, direct, and control the equipment and personnel thereof in the enforcement of all statutes, laws, and ordinances.
   (D)   The compensation of the Police Chief, Assistant Police Chief, the two Captains, and all police officers shall be in an amount to be established by City Council by ordinance from time to time as set forth in § 31.02. All full-time police officers shall be paid twice monthly.
