101.08 INITIAL BASIC RATE STRUCTURE.
   1.   Except as hereinafter noted, each customer whose property lies within the corporate limits of the City shall pay to the City, as part of the customers combined service account with the Independence Utility Billing Department, at the same time payment for other City utilities are made, the following charges per single family dwelling (SFD) associated with the customer’s property:
      A.   Undeveloped properties. A flat storm sewer availability charge at the rate of $0.00 per month.
      B.   Single-family dwelling, 1 SFD: $4.00 per month.
      C.   Duplex dwelling, 1 SFD: $4.00 per month.
      D.   Townhome dwelling, 1 SFD: $4.00 per month.
      E.   Mobile home dwelling, ½ SFD: $2.00 per month.
      F.   Apartment dwelling, ½ SFD: $2.00 per month.
      G.   Nonresidential properties: 2 SFD x Land Area Multiplier (LAM) per month with a maximum LAM of 10 (ten). (See table below.)

   2.   The gross land area on non-residential properties shall be based on reference to the Buchanan County Assessors records.
   3.   Stormwater Credit Availability.
      A.   Nonresidential properties will be granted a 50% fee reduction credit by providing documentation of onsite stormwater detention/retention facilities designed and constructed in accordance with State and local regulations to reduce the peak rate of runoff from the property.
      B.   Nonresidential properties will be granted a 50% fee reduction credit by providing documentation that the property provides pervious greenspace comprising of no less than 50% of the gross area of the property.
   4.   Stormwater rates will be included in Section 1.15 of the City Code and any rate adjustments after the initial rate structure will be located in Section 1.15 of the City Code of Ordinances.
