No person or persons shall be permitted to play billiards or pool in any billiard and pool room who is under the age of 17 years (unless by consent of parent or guardian) and it is the duty of all proprietors, owners, managers, or any one connected with the business of operating or maintaining any pool or billiard room to ascertain the age or ages of the person or persons referred to in this section.
