(A) There shall be imposed upon all aircraft of 12,500 pounds published maximum takeoff weight (MTOW) or greater that use the Idaho County Airport, a landing fee. That fee shall be calculated at the rate of $2 per each 1,000 pounds of MTOW.
(B) Each owner of an aircraft that lands such aircraft at the Idaho County Airport with a MTOW of 12,500 pounds or greater shall be charged a fee as described above based on the aircraft’s recorded landings. The owner shall be billed monthly by Idaho County for any payments that were not made at the time of landing. All balances shall be paid in full within 30 days of billing. All past due amounts will accrue interest at the maximum legal rate applicable.
(C) Any invoice delinquency of 30 days or more or failure to pay will result in the placement of a lien on the aircraft that utilized the Idaho County Airport and incurred the landing fee. Full payment of the past due amount, including county costs for collection, will release the lien.
(D) The following aircraft are exempt from the above landing fees:
(1) Air ambulance flights.
(2) Aircraft exempted by approved motion of the Idaho County Commissioners.
