§ 91.004 ADVISORY BOARD DUTIES.
   (A)   The Advisory Board’s duties shall be advisory only. The Advisory Board and its members shall have no powers or authority to contract or incur any liability or expense on behalf of the county, to supervise or direct airport management or operations, or to make or enforce any laws or regulations.
   (B)   The Advisory Board shall review and make recommendations to the Board of County Commissioners on matters pertaining to the management, operation, and development of the airport, including, but not limited to:
      (1)   Identifying problems involving airport safety, compliance with Federal Aviation Administration regulations and other airport policies, and recommending solutions;
      (2)   Reviewing the airport master plan and making recommendations for the development, improvement, and promotion of the airport and for funding sources;
      (3)   Reviewing lease requests and making recommendations prior to consideration by the Board of County Commissioners;
      (4)   Reviewing airport fees and lease rates and making recommendations for changes; and
      (5)   Receiving comments from members of the public concerning the airport and communicating the same to the Board of County Commissioners.
