(A) The county, subject to franchises existing by October 1, 2019, may contract for the collection, removal, and disposal of solid waste and materials, the operation and maintenance of disposal sites, the availability of transfer stations and designated non-MSW, inert, or benign landfills, or any combination thereof.
(B) The county may contract with the Nez Perce Tribal Council for the purpose of permitting such Council to join the county solid waste disposal system or the county solid waste collection system hereby established, or any combination of the same, as well as with the United States Forest Service, the United States Bureau of Land Management, the state, any organized school districts, and Adams County.
