(A) Pursuant to § 50.021, any person, firm, corporation, or agency desiring to dispose of solid waste in any manner other than using the county solid waste disposal system shall apply to the Board of County Commissioners for a waiver of that requirement. Such request may be on forms provided by the state for application for a special permit to dispose of solid waste on the applicant’s land, or upon land upon which the applicant has possessory right. Such application shall provide sufficient information to acquaint the Board of County Commissioners with the terms of the request and the likely impact upon the environment.
(B) Upon the receipt of such application, the Board of County Commissioners shall consider the same at its next regular meeting, or at such later time as it shall direct by motion.
(C) Before passing upon such application for a special permit, pursuant to § 50.021(B)(4), the Board of County Commissioners shall be satisfied that there will be no improper impact upon the environment and shall further satisfy itself that state permission for the use of such alternate disposal site has been secured.
