In accordance with the provisions of Idaho Code, all land in the unincorporated areas of the county is hereby classified as multi-use with no restrictions, except for those restrictions contained in an applicable ordinance therebefore or hereinafter adopted. In the interpretation and application of the provisions of this section, the requirements shall be held to be the minimum requirements.
