(A) Manufactured home subdivisions. Density in the subdivision will be so limited as to not create a substantial fire risk.
(B) Large scale developments. Due to the impact that a large scale development would have on public utilities and services, the developer shall submit the following information along with the preliminary plat:
(1) Identification of all public services that would be provided to the development that will occur as a result of the subdivision (i.e., fire protection, police protection, central water, central sewer, road construction, recreation, maintenance, schools, and the like);
(2) Estimate the public service costs to provide adequate service to the development;
(3) Estimate the tax revenue that will be generated from the development; and
(4) Public means of financing the services for the development if any public services would not be offset by tax revenue received from the development.
