Whenever any law enforcement officer finds a vehicle standing upon a street, roadway or public place in violation of any of the provisions of this chapter, such officer is hereby authorized to remove such vehicle, or require the driver or other person in charge of the vehicle to move the same to a location that would not be a violation of this chapter.
