Proof of who the registered owner of a vehicle upon which a notice of violation is placed shall be prima facie evidence that such registered owner was the driver of the vehicle at the time of the violation. It shall be the responsibility of the registered owner to prove that he or she was not driving the vehicle at the time of the violation. (Ord. 248, 2-27-1996, eff. 4-1-1996)
