No person shall bury remains in Pioneer Cemetery without first purchasing a certificate from the City. Upon receipt of a complete application and payment of the fee(s), the City shall execute and deliver to the applicant a certificate evidencing ownership. In the event a certificate is lost or destroyed, the City may, upon adequate proof of ownership and loss or destruction, re-issue a certificate upon payment of the fee listed on the fee schedule.
