Whenever the owner or occupant shall request emergency shutoff of the building water system at other than normal working hours (between the hours of 8:00 A.M. and 4:30 P.M., Monday through Friday), a charge of twenty five dollars ($25.00) shall be levied against the property, and said charge or charges shall be paid in addition to the normal billing for the month in which the water was shut off.
