Whenever a violation of this Chapter occurs, or is alleged to have occurred, any person living in the Historic District or who is the person in charge of a lot in the Historic District may file a written complaint with the Commission. A complaint shall state fully the causes and basis upon which it is based. The Commission shall place the complaint in its records and shall immediately investigate and recommend that the City Council take action on the complaint as provided in this Chapter.
