It shall be unlawful for any person to deposit, or cause to be deposited, into the public lane of travel of any public street, sidewalk, public right of way, thoroughfare, or other public property, any snow, ice, dirt, rocks or debris which has accumulated on private property. This provision is not intended to prohibit the removal of snow or ice from private property through reasonable and normal customary removal activities that do not interfere with the regular travel or other use of any such street, sidewalk, or other public property or right of way by the public.
