§ 37.31 PERFORMANCE APPRAISAL PROCEDURES.
   Performance appraisals will be performed on each city employee on an annual basis in order to have a better understanding of personal activity so that improvements can be made where needed. This review by the CAO and Commissioner-General Government will ensure better communication in and out of the city office. The evaluation should be done in early April to complement the employee salary review. The following procedures should be followed:
   (A)   The appraisal for the City Accountant and the Administrative Assistant should be initiated by the CAO and reviewed by the Mayor prior to completing with the employee.
   (B)   The appraisal for the CAO will be initiated by the Mayor and reviewed with the Commissioner-General Government prior to completing with the CAO.
   (C)   Members of the Commission may submit their evaluations of employees to the Mayor or CAO if desired.
   (D)   The CAO will coordinate the performance appraisal procedures to insure the orderly distribution of information.
   (E)   The Commissioner-General Government will develop salary change recommendations after performance appraisals are completed.
   (F)   Salary adjustment recommendations agreed upon by the Commissioner-General Government will be presented to the full Commission in a municipal order for their approval.
   (G)   No information regarding the amount, or effective date of salary change is to be communicated without approval of the Commission, and it shall not be communicated more than 30 days prior to the effective date.
   (H)   Reviewer must sign the performance appraisal prior to discussion with employee. Employee must sign within seven days after appraisal.
   (I)   Employees have the right to appeal their performance appraisal within seven days. This appeal should be made to the CAO or Commissioner-General Government. Commissioner-General Government will have 30 days to consider the appeal and return a written response to the employee.
