The administrative and service functions of the city shall be classified under four departments. The departments shall be known as General Government, Public Safety, Public Works, and Sanitation. The overall supervision of these departments shall be the responsibility of the City Clerk/City Administrative Officer. The functions of each department shall be as set forth in this chapter.
