(A) Violations of ordinance that are enforce by the city Code Enforcement Board or an assigned hearing officer may be subject to the penalty section of any individual ordinance violated, or in the alternative, the city Code Enforcement Board or any assigned hearing officer may in his or her discretion, use the following schedule of standard civil fines:
