(A) All legislative, executive, and administrative authority of the city is hereby vested in and exercised by the Commission. The Commission shall enforce the Commission Plan, ordinances and orders of the city, and all applicable statutes.
(1) The Commission shall maintain liaison with related units of local government respecting interlocal contracting and joint activities.
(2) The Commission shall supervise all departments of city government and the conduct of all city officers and employees under its jurisdiction and may require each department to make such reports to it as it finds necessary.
(3) The Commission shall report to the public on the condition and needs of the city government as provided by ordinance, but not less than annually.

(B) In carrying out its duty to supervise the departments of city government and the conduct of all city officers and employees under its jurisdiction, the Commission may require any city officer or employee to prepare and submit to it sworn statements regarding the performance of his official duties. (C) The Commission shall by ordinance establish all appointive offices and the duties and responsibilities of those offices and codes, rules, and regulations for the public health, safety, and welfare. (KRS 83A.140(8))
(D) The Commission shall promulgate procedures to insure orderly administration of the functions of city government and compliance with statute, ordinance, or order. (KRS 83A.140(8))
(E) The Commission shall by ordinance provide for sufficient revenue to operate city government and shall appropriate such funds in a budget which shall provide for the orderly management of the city's resources. (KRS 83A.140(8))
(F) The Commission shall appoint a Commissioner to supervise and manage each of its four city departments. Such appointments shall be made at the first commission meeting in January of each year. The duties of each Commissioner shall be as set out in Chapter 35.
(G) Each Commissioner will prepare a detailed department budget for Commission approval, as part of the city’s normal yearly budgeting for the fiscal year. Such department budget must be sufficiently detailed to identify the specific expense categories. Usual and customary maintenance and repair requirements within the approved budget will be carried out by the assigned commissioner without approval of the full Commission. Activities beyond the scope of usual and customary maintenance and repair require full Commission approval, prior to expending funds or taking action. Commissioners will take no actions outside of their assigned duties, further described in Chapter 35 herein. If a Commissioner believes such action is required, the responsible commissioner shall be contacted for action. If there is a dispute about required action, the matter shall be settled by vote of the Commission.
(H) Actions requiring Commission approval must be evidenced by a detailed municipal order, which includes sufficient information from which a Commissioner can determine: (a) what specific action is proposed; and (b) why the proposed action is needed. Prior to consideration, any municipal order must have had review by the CAO and the attorney for the city as to form and language. Further, before action may be taken on any municipal order, such drafting and review must be complete in time for the municipal Order to be numbered and placed in the City Commissioners’ booklets in time for their normal distribution to each Commissioner, prior to the Commission meeting. The above prior notice may be suspended for good cause by motion of the Commission.
