If at any time during the existence of the franchise herein established the franchisee is also a provider of CATV services to another area of Jefferson County, Kentucky (including any other city therein), and more favorable rates or terms are provided to such area, any increased franchise fees, or if the service to such area utilizes more advanced technology or a greater number of channels, such favorable terms, fees, or services shall be extended to the city within a reasonable time.
