The franchisee shall adhere to the following time schedules:
(A) Within 60 days after the effective date of the ordinance awarding the franchise, the franchisee shall proceed with due diligence to obtain all necessary permits and authorizations which are required in the conduct of its business, including but not limited to, any utility joint use attachment agreements, microwave carrier licenses, and any other permits, licenses and authorizations to be granted by duly constituted regulatory agencies having jurisdiction over the operation of CATV systems, or their associated micro-wave transmission facilities.
(B) The company agrees to comply with all of the procedural requirements of the FCC. The franchisee shall notify all necessary parties, including the FCC, within 30 days following the effective date of the ordinance awarding a franchise hereunder of its intent to operate a cable communications system and shall begin construction with time period set forth in the franchisee's application for a franchise hereunder. If for any reason the franchisee has not notified all parties within the 30 days, then the franchise shall be considered null and void.
(C) Within the time period as specified in the franchisee's proposal, the franchisee shall have achieved substantial completion of construction. However, the date to substantially complete construction shall be extended by the number of days of delay of the franchisee caused by strikes, lockouts, fire, unusual delay in transportation, unavoidable casualty or other such delay authorized by the City Council.
