(A) All employees of the city shall be classified as full-time, semi full-time, permanent part-time, and temporary. These categories are defined as follows:
(1) Full-time employee: An employee who works 35 hours or more per week on a regular basis.
(2) Semi full-time employee: An employee who works 24 hours or more but less than 30 hours per week on a regular basis.
(3) Permanent part-time employee: An employee who works less than 24 hours per week on a regular basis.
(4) Temporary employee: An employee who works in a position which is of a temporary nature.
