No person, corporation, partnership, limited liability company or other business association shall engage in the construction of any building within the city unless an adequate dumpster, receptacle or other solid waste container is at all times provided on site and within one hundred feet (100') of any construction activity for the disposal of construction debris, garbage and other solid waste material of any kind. For purposes of this section, such dumpster, receptacle or container shall be considered adequate if: a) it is able to fully and completely contain and protect its contents from being scattered or strewn by the wind or otherwise; and b) it is amenable to ready transfer of its contents, without spilling, to a vehicle designed for the hauling of solid waste to the landfill.
