(a) Except as otherwise expressly provided herein, no owner or operator of a heavy truck shall park, or permit the same to be parked on any of the streets or alleys of the City not designated as a truck route and on designated truck routes at any time on Sundays and between the hours of 9:00 p.m. and 7:00 a.m. on any other day.
(b) The provisions of this section shall not apply to a truck which is parked while actually loading or unloading merchandise nor to the parking of these trucks on designated truck routes during the time when the driver or operator thereof has stopped to eat, or for other necessary purposes, provided that this parking shall in no event be for a longer period than one and one-half hours except when this parking is necessitated by an emergency or by an act of God.
(c) As used in this section "heavy trucks" means motor trucks, trailers, semitrailers and other vehicles, the total weight of which is three tons or more.

(d) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
