529.05 PERMIT REQUIRED.
   (a)   No person personally or by the person’s clerk, agent or employee shall manufacture, manufacture for sale, offer, keep or possess for sale, furnish or sell, or solicit the purchase or sale of any beer or intoxicating liquor in this Municipality, or transport, import or cause to be transported or imported any beer, intoxicating liquor or alcohol on or into this Municipality for delivery, use or sale, unless the person has fully complied with Ohio R.C. Chapters 4301 and 4303 or is the holder of a permit issued by the Division of Liquor Control and in force at the time. (ORC 4303.25)
   (b)   Any association, charitable organization or employer who has applied to the Ohio Department of Liquor Control for an “F” or “F-2" permit for the sale of beer or beer and intoxicating liquor at a special function and who intends to sell beer and/or wine on a public street, sidewalk, alley, public building or other public property shall be prohibited from doing so unless application for permission to sell beer and/or wine on such public property has been made to and permission granted by Council. If permission is so granted, the holder of such “F” or “F-2" permit shall post notice of authority to sell on such public property in a conspicuous place on each premises where such beer or wine is being sold.

   (c)   Whoever violates this section is guilty of a minor misdemeanor.
