1139.06 STREET IMPROVEMENTS.
   (a)    Pavements. The developer shall design and construct on each local street a pavement with a width of twenty-four feet comprised of six-inch reinforced concrete. The width of the pavement shall be measured between the outside edges of rolled curbs. The Planning and Zoning Commission may require higher standards and/or greater widths than set forth above, because of extraordinary traffic loads or unusual soil conditions in specific locations. The preparation of the subgrade and the materials and construction of the pavement shall be in accordance with the standards of the State of Ohio Department of Transportation Construction and Material Specifications.
   (b)    Curbs and Gutters. Mountable concrete curbs and gutters integral with the pavement shall be provided. Curbs shall be not less than twelve inches wide and not more than four inches high and shall be formed with a smooth reverse curve.
