(A) (1) For city utility billing purposes, the city shall be divided into three zones, the boundaries of which shall be determined by the Board. Insofar as it is possible, the due date of water bills for properties in those zones shall be:
(a) Zone 1: 5th day of the month;
(b) Zone 2: 15th day of the month;
(c) Zone 3: 25th day of the month.
(2) Provided that when the due date falls on a Sunday or holiday, the bills shall be due on the next business day.
(B) Water bills shall be rendered and become due monthly in accordance with division (A) above, which due date shall not be less than 15 days following the date the bill is rendered.
(C) Adjustments to utility service bills may be requested and applied pursuant to Chapter 52 of this Code.
(D) The rates and charges may be billed to the tenants occupying the properties served, unless otherwise requested in writing by the owner. The owners of properties served, which are occupied by tenants, shall have the right to examine the collection records of the city for the purpose of determining whether bills have been paid by those tenants, provided that an examination shall be made at the utility billing office during the hours in which the office is open for business.
