(A) Water furnished to municipal users such as a municipal fire department or volunteer fire department shall be charged pursuant to a written agreement entered into between the municipal user and the Department, renewable annually.
(B) Water furnished to municipal users without a written agreement shall be charged on the basis of actual or estimated cubic feet of water used as established by the Water Department. Rates per cubic feet shall be charged based upon the rate schedule provided in § 50.14.
