§ 50.01 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning; or if used in the rules and regulations adopted by the Board of Public Works and Safety to implement the provisions of this chapter.
   "BOARD." The Board of Public Works and Safety of the city, or any duly authorized officials acting on its behalf.
   "BUILDING." Any structure occupied for commercial, industrial, or residential purposes or as a work site.
   "DEPARTMENT." The city's Department of Public Works and Engineering Services.
   "DISTRIBUTION SYSTEM." The network of water mains and appurtenances used for collecting, transporting, and pumping municipal water as well as all elevated storage tanks, pumps, and wells up to and including the service valve, meter pit, or curb stop.
   "INSPECTOR." The individual duly authorized by the Board to inspect and approve the installation of water mains and connections to the distribution system.
   "PERSON." Any individual, firm, company, municipal or private corporation, association, society, institution, enterprise, governmental agency, or other entity.
   "USER." A person who is connected, temporarily or permanently, to the Waterworks.
   "UTILITY BILLING DEPARTMENT." The billing office of the Waterworks under the management of the Water Department.
   "WATER DEPARTMENT." The Superintendent and Assistant Superintendent of the Waterworks.
   "WATERWORKS." The organization and all facilities for collecting, transporting, pumping, and treating municipal water supply, namely the distribution system and the water treatment plant.
