It shall be the duty of the Department to administer and enforce the regulations prescribed herein. Applications for height permits and height variances required by this subchapter shall be submitted to the Department on forms published for that purpose. The Board of Aviation Commissioners, or its appointed designee, shall act as a technical advisor to the Board on any request for a height permit or height variance regarding this section.
