Each application asking the City Council to vacate a public right- of-way in the city, which application is initiated by an entity which is not a governmental unit or sub-unit of the state shall:
(A) Conform to the requirements of this code and all then current policies and procedures established by this city's Board of Public Works and Safety not in conflict with this Code.
(B) Be accompanied by an application fee (which shall prepay applicable publication and postage expense) as follows:
(1) If the applicant submits an adequate map, the legal notice and proposed ordinance at the time the application is filed, the filing fee is $100.
(2) If the applicant requests the city to prepare the map, legal notice and ordinance, the filing fee is $175.
